The rise and set times are correct for Perth, Western Australia.
These times will be adequate for general purpose use in the Perth metropolitan area. However, corrections (of up to 100 minutes) must be applied for other locations in Western Australia. These time corrections can be found in the Observatory's Annual Almanac, or the Observatory can be engaged for your specialised astronomical consultancy.
Furthermore, the Observatory can be engaged to provide a specialised astronomical consultancy in order to calculate rise and set times for your specific location world-wide.
The Moon rise and set data need some care in their interpretation. Some entries have a p prefix which means that the data refers to the previous day, and an f prefix means that the data refers to the following day. This complicated system arises because of the dramatically changing times of Moon rise and set and the fact that on some days the Moon either doesn't rise or set!

The Moon phases presented here are correct for Western Australia.
Note: A given Moon phase occurs at a specific moment in time. However, the existence of different time zones can mean the date on which the phase occurs may vary by one day, across Australia, as well as across the world.
The Observatory can be engaged to provide a specialised astronomical consultancy in order to calculate Moon phases for your specific location world-wide.
In general, WAST - Western Australian Standard Time is used in these tables. However, between December 2006 until March 2009, daylight saving times are quoted in the tables, as appropriate. This was the result of the imposition of a daylight saving trial by the State Government. For the duration of daylight saving one hour is added to WAST in order to calculate the daylight saving time for these phenomena. Here is a link to the Bill detailing this trial (pdf 31KB).
The tides are related to the phase of the Moon. Tidal information for Western Australia is available from the Coastal Data, Tides and Waves Branch of the Department of Planning and Infrastructure.
